Capabilities and specifications to address in the proposal should include items A-M below. Proposals will be formatted and labeled using the sections below to address the ability of the company to complete the following elements. A. Process to incorporate information from existing planning into the revision process.
B. How the vendor shall assist in planning, arranging and attending all meetings and public hearings required to adequately complete the Plan in accordance with FEMA requirements. This includes all formal invitations, letters and press releases.
C. Processes to document planning to include collection and compilation of all records of meetings for the purpose of Plan certification and in-kind contributions.
D. Processes to complete the data collection worksheet(s) as required, this worksheet will identify potential measures, identify local capabilities, and calculate loss estimates for hazards. The format for completing this task will be provided by Iowa HSEMD.
E. Processes to profile hazards to include the identification of hazards including but not limited to all items in the current plan.
F. Processes to conduct research and prepare assessments for selected hazards which will include, hazard definition and description, historical occurrence, probability, vulnerability, maximum threat, severity of impact and speed of onset.
G. Ability to provide information regarding a wide range of possible mitigation activities.
H. Ability to prepare all mapping and related documents required by FEMA.
I. Processes to draft maintenance and review section in the Plan based on information provided by the planning team.
J. Ability, upon certification, to provide each jurisdiction one digital copy of the plan in PDF format.
K. Ability, upon certification, to provide Story County Emergency Management one hard copy and one digital copy of the Plan in editable Word format and one copy in a PDF format.
L. Ability to facilitate of adoption by local governing body.
